Didn’t draw? Take a breath — your elk season is far from over. Every year a mountain of leftover and over-the-counter elk tags hits the shelf, and 2026 is no different. But the good ones move fast, and the rules changed in a few states this year. Here’s exactly how to grab a tag and still hunt bulls this fall.
Colorado Is Still the King of OTC Elk
If you want the simplest path to an elk tag in 2026, it’s still Colorado. Non-residents and residents alike can buy over-the-counter rifle elk tags for the second season (Oct 24 – Nov 1) and third season (Nov 7 – 15) — no draw, no preference points, just buy and go.
A couple of things changed this year, so read the fine print. The Gunnison Basin units (GMUs 54, 55, and 551) went draw-only for 2026, so they’re off the OTC menu. And there’s a narrow set of non-resident-only OTC archery opportunities in the plains units east of I-25 if you’d rather run a bow.
The date to circle: August 4 at 9 a.m. MDT. That’s when Colorado’s leftover licenses and OTC licenses go on sale, and you can keep buying right up through the season. In a recent season nearly 3,900 non-resident archery elk licenses went leftover — real inventory, but it doesn’t sit there forever.

Idaho, Montana, and Arizona: Read the New Rules
Idaho pulled a big move for 2026. Non-resident general-season deer and elk tags are no longer sold first-come, first-served — they now run through a draw. If you missed it, your play is watching returned-tag sales and leftover controlled-hunt inventory. Not true OTC anymore, but there’s still opportunity if you’re quick on the trigger.
Montana doesn’t hand non-residents a general OTC elk tag, but there are side doors: antlerless Elk B licenses in specific districts, surplus licenses, and the alternate’s list. Arizona offers limited OTC non-permit tags aimed at managing elk in certain areas. None of these are “buy anywhere” tags, so do your unit homework before you commit.
The theme across the West: OTC is shrinking and shifting to draws. The states that still offer it reward hunters who move fast and read the regs carefully.
The Backup That Beats the Draw
Here’s what the tag-panic threads miss: a guided hunt takes the draw lottery out of the equation entirely. Our outfitters hold private-land access and landowner vouchers, so you can lock in a hunt without gambling on draw odds or racing the clock on August 4.
But be straight with yourself on timing. Those landowner vouchers are limited, and in Colorado and New Mexico they go fast — often gone well before the season gets close. This isn’t unlimited inventory; it’s better inventory, and the hunters who reach out early are the ones who lock it in. Wait too long and the good units fill up.

Don’t Sit Out 2026
A leftover tag is still a tag. An OTC tag is still a hunt. And a guided trip is still a bull on the meat pole. The only way to guarantee you don’t hunt elk this fall is to give up now.
