Two Wasilla Men Got Worldwide Hunting Bans: The Lesson

Imagine flying to Alaska for the black bear hunt you’ve saved years for — only to find out the “outfitter” who took your money never had a license, never had a camp, and never had any intention of doing this the right way. That’s exactly what happened to a group of hunters who trusted the wrong men, and this spring those men finally answered for it.

Two Wasilla, Alaska residents were sentenced in federal court for running an illegal guide-outfitter operation out of Kodiak. Both walked away with hefty fines and something far rarer: a worldwide hunting and fishing ban. Here’s what went down — and how to make sure it never happens to you.

What Actually Happened

According to the U.S. Department of Justice, Theodore Turgeon, 29, and Charles Emmi, 29, launched a scheme back in March 2021 under the name “The Rock Outfitters LLC.” The problem? Neither man held the state licenses required to legally guide or transport big game hunters in Alaska.

When the state denied their transporter license, they didn’t quit — they got sneaky. Emmi reapplied under a rebranded entity, “The Rock Kodiak,” and deliberately left Turgeon’s name off the ownership paperwork. That license was granted in June 2022, and the operation kept rolling.

Real hunters paid the price. The pair took deposits from clients for guided hunts they had no legal right to run, and the whole thing unraveled into federal charges under the Lacey Act — the law that makes it a federal crime to traffic illegally taken wildlife.

The Sentence: Prison, Fines, and a Global Ban

The gavel came down hard. Turgeon pleaded guilty to four felony Lacey Act counts and got six months in federal prison, three years of supervised release, and a $20,000 fine. Emmi pleaded guilty to four misdemeanor counts and drew four years of federal probation plus a $30,000 fine.

But the part that should get every hunter’s attention is the worldwide hunting and fishing ban. Both men are barred from hunting or fishing anywhere on earth during their supervision, and neither can hold a guide or transporter license. In a world where a guy can lose his elk tag over a paperwork mistake, these two lost the whole outdoors.

It’s a reminder that the wildlife laws we all live by have teeth — and that the people cutting corners eventually get caught.

How to Never Get Burned by a Fake Outfitter

The gut-punch here isn’t the criminals — it’s the honest hunters who lost money and a dream hunt because they couldn’t tell a real operation from a fake one. So let’s make sure you can.

Verify the license yourself. Every legit outfitter in every state is registered and licensed. Don’t take their word for it — call the state wildlife agency and confirm the guide and transporter licenses are real and current. Turgeon and Emmi’s whole scam died the second someone checked the paperwork.

Be suspicious of a deal that’s too good. Rock-bottom pricing, “cash only,” and pressure to wire a deposit fast are classic red flags. Real outfitters run on contracts, not urgency.

Ask for references — and actually call them. A real operation has a line of past clients happy to talk. A fake one has excuses.

Book through people who vet the outfitters for you. This is exactly why we do what we do at Western Obsession. Every outfitter we work with is licensed, proven, and personally vetted — so you’re not gambling your hard-earned trip on a stranger’s Facebook page. Whether it’s a Montana black bear hunt, a Colorado guided elk hunt, or a New Mexico trophy elk hunt, the vetting is done before you ever put money down.

Don’t Let the Scammers Win

The overwhelming majority of guides and outfitters are honest, hardworking people who’d give you the shirt off their back on a mountain. Cases like this one are rare — but they’re a good reminder to do your homework before you hand anyone a deposit.

Do your due diligence, verify everything, and book with people you trust. If you’d rather skip the guesswork entirely, browse our vetted hunt adventures or reach out and we’ll help you build a hunt you can count on.

Hunting is not a hobby. It’s an obsession — and nobody should get to steal it from you.
